Terrorist group the Sons of Liberty seize control of the massive offshore clean-up facility Big Shell taking nearly 30 people hostage, including U.S. President James Johnson, and threatening to destroy the facility and create a cataclysmic environmental disaster. Raiden is brought in to rescue the president and the hostages.
